You still did not get the point, right? Almost every game can be started without internet and they use the Steam API to verify the account. That's an entirely reasonable means of distribution protection for the dev.as is the nature of steam. It seems it wants to verify the steam account in order to launch, as opposed to actually needing data for play. A link to the Lodash API can be accessed in the screeps slack by typing lodash in a message. The server save-state is retained correctly when you quit later. Once the private server is launched and you're connected to it, you can disconnect your network connection. You can right click, "save page as" and use the entire thing offline.
